COMPANY

Rockliffe Construction Services (NE) Ltd was founded in 2011 by Paul Bass.  RCSNE offers commercial assistance, freelance quantity surveying and estimating duties, and staff training to companies operating in the UK construction industry.  We specialise in contractual advice and support, dispute resolution, payment and delay claims, and all aspects of commercial management of construction projects.


RCSNE will always provide a very personalised service.  We like to work as closely as possible with our client's in-house teams.

General Summary

 

A dynamic, resourceful and highly versatile Commercial Manager, with a strong background in Civil Engineering, Rail and Building. An effective communicator with good management skills and commercial awareness, coupled with excellent problem solving ability, tact and discretion. Experience in the public and private sector. Able to organise workload effectively and capable of working alone using own initiative, but also as part of a team. Takes pride in detail and able to deal effectively with a variety of people at all levels, including clients, peers, and senior colleagues. Responsible for the commercial management of projects as well as undertaking prequalification tender submissions in order to secure work from new clients. Proven ability to deliver projects under budget, yet still able to maximise value. Full subcontractor procurement (valuing, negotiation and certification of sub-contractors, including settlement of accounts), financial site management, preparing and undertaking interim valuations and internal reporting, identifying, pricing and managing contract variations / claims, cost value reconciliation / monthly reporting for presentation to directors, final outcome forecasts, liaising with clients, producing competitive tenders for future and partnering clients, final account negotiation, ability to manage, monitor and evaluate performance against budgets, prequalification document preparation and presentations, estimating, financial analysis, forecasting, cash flow management and reporting, payments, cost reductions and efficiency improvements. Monitoring and valuing project works including anticipated final cost and value for all trades and project, incorporating variation accounts and estimating additional works. Working closely with the Project / Site Managers to work on cost / value engineering exercises and programme efficiency exercises. Overall commercial management of schemes to ensure contractual compliance (i.e. notifications, quotations and contractual letters) resulting in a ‘no surprise’ environment. Training and management of junior / intermediate team members.

Created bespoke month end CVR reporting suite of documents for client consisting of scheme performance sheets, forecasts, aged WIP report, Cashflow, Risk and Opportunity Schedule, secured and weighted pipeline forecasts.

 

 

General Experience

 

Worked with variety of blue chip clients including Network Rail, NR(HS), Jacobs, Arcadis, Hitachi, RWE N Power, P&G, Rolls Royce, Environment Agency, Northumbrian Water, SITA, DPS, NEXUS, Arup, Yorwaste, MOD and range of local councils. Worked for numerous large main contractors including Kier, VolkerFitzpatrick, May Gurney, Amey and JN Bentley. In-depth understanding of various contract terms and conditions for both Building and Civil Engineering Contracts ranging from traditional contracts to cost reimbursable and target cost contracts. Recently worked on £70m+ NEC Option C Rail depot contract where responsible for all Civil Engineering trades including demolition, groundworks, earthworks, drainage, piling (CFA and sheet) and concreting (combined value of packages circa £12m). Successfully completed a Rail partnering framework (£12m+) under NEC Option A contract. Responsible for all QS functions reporting directly to Commercial Director. Responsible for working closely with the Project Manager and Client (NEC PM in order to manage Early Warnings / agree Compensation Events). Worked on numerous ICE NR contracts values ranging from £600k - £10m. Spent time working on Northumbrian Water Framework as an estimator and SQS. This involved preparing lump sum prices under the NEC ECC Main Clause Option A, complete with activity schedules and detailed programmes. Also worked in a competitive tendering environment.
